Outcomes from the June session of the 2021 International Labour Conference kick-off this edition of the newsletter. These outcomes include an analysis of the “Resolution on the global call to action for a human-centred recovery from the COVID-19 crisis that is inclusive, sustainable, and resilient”. Another outcome relates to the “Resolution concerning the second recurrent discussion on social protection (social security)” and the third one focuses on the discussion on the General Survey on “Promoting employment and decent work in a changing landscape”. We look closely at each of these Resolutions and offer some analysis on how they will impact employers.
This edition moves on to present the programme of the World Employment Confederation’s (WEC) annual conference on “Steering a labour market in transformation”, to be held on 6-8 September 2021. One of the programme highlights will be an open dialogue among participants on the recently launched Manifesto on “Recovery, Reform and Resilience” prepared by WEC– Europe. This forward-looking Manifesto calls for the European Union and national labour market policies to focus on three elements:
- Recovery - through transitions and skills policies;
- Reform - to implement social innovation for agile and dynamic labour markets;
- Resilience - through risk management, tackling unemployment risks and responsible intermediation.
An important European Court of Human Rights decision was released in June 2021, where the European Court of Human Rights determined that Norway did not violate article 11 of the European Convention of Human Rights on freedom of assembly and association in the case ‘Norwegian Confederation of Trade Unions (LO) and Norwegian Transport Workers’ Union (NTF) v. Norway - 45487/17’. In this edition, we look at how the European Court of Human Rights supported the views of the Norwegian Supreme Court on balancing the different interests at stake. In so doing it considered also the economic interests of the trade unions and related dockworkers institutions that wanted to put pressure on the shipping company to enter into a Norwegian collective agreement for dockworkers via a boycott.
Importantly, this edition offers global perspectives on remote work and apprenticeships, highlights mental wellbeing in Chile and raises awareness of work-life balance in Latvia.
